European Economic and Social Committee adopts own opinion on Commission Green Paper on Cultural and Creative Industries
During its 466th plenary session, the European Economic and Social Committee (EESC) adopted with wide approval a supportive own opinion on the European Commission's Green Paper 'Unlocking the potential of cultural and creative industries'.
The Commission's Green Paper highlights the importance and growth potential of the cultural and creative industries (CCIs) in the European Union. Across the EU, CCIs contribute around 2.6% to the EU GDP and provide quality jobs for around 5 million people. There is much potential in these industries on condition that the key drivers for further development are fostered:
- putting the right enablers in place by increasing the capacity to experiment, innovate and succeed as entrepreneurs, and providing easier access to funding and the right mix of skills;
- helping CCIs develop in their local and regional environment as a launch pad for a stronger global presence, including through increased exchange and mobility; and
- moving towards a creative economy by catalysing the spill-over effects of CCIs on a wide range of economic and social contexts.
To achieve this, the EU has to – according to the Commission - "develop a strategic approach to make its strong and attractive cultural assets the basis of a powerful creative economy and a cohesive society".
The adopted own opinion of the EESC welcomes and supports such an approach by the Commission. In addition to the Green Paper, the own opinion also supports and welcomes the creation of the 'European Creative Industries Alliance', to be launched in 2011. Concerning the Green Paper, it puts forward some concrete proposals. For example, the own opinion calls for a better definition of the sector, fostering of an 'internal market' and a 'European space' for creativity to better attract investment and encourage structured dialogue amongst all stakeholders. In the debate which preceded the vote, Mr. Pegado Liz (Group III, Various Interests) lauded this positive response of the EESC to the Commission's Green Paper.
The final vote on the own opinion was 71 pro, 0 contra and 1 abstention, which showed the wide support the Commission enjoys from the EESC on its approach for CCIs.
